The relationship between great statesmen and political parties and what this means for political science and theories of the state; studies of Otto von Bismarck, Woodrow Wilson, Franklin Roosevelt, Mahatma Gandhi and Nikola Pasic and their struggles for the public good and the national interest.

The connectivity patterns of many neural circuits are highly ordered and often impressively complex. The intricate order and complexity of neuronal wiring remain not only a challenge for questions related to circuit functions but also for our understanding of how they develop with such an apparent precision. The chemotropic guidance of the growing axon by target‐derived cues represents a central paradigm for how neurons get connected with the correct target cells. However, many studies reveal a remarkable variety of important target‐independent (...) wiring mechanisms. These mechanisms include axonal sorting, axonal tiling, growth cone polarization, as well as cell‐intrinsic mechanisms underlying growth cone sprouting, and neurite branching. Our review focuses on target independent wiring mechanisms and in particular on recent progress emerging from studies on three different sensory systems: olfactory, visual, and somatosensory. We discuss molecular mechanisms that operate during axon‐axon interactions or constitute axon‐intrinsic functions and outline how they complement the well‐known target‐dependent wiring mechanisms. Before it succumbed to political censorship in Croatia in 1974 and afterward, a movement known as praxis philosophy reached its pinnacle as a critical response to the conceptually and socially corrupted dialectical and historical materialism which dominated the former Yugoslavian region. Two of the most prominent philosophers of "praxis movement" – Milan Kangrga and Gajo Petrović – the Praxists – remained to be an inspirational source for junior and senior scholars to date. Recently, a debate was initiated regarding the (...) value of "praxis philosophy", and has notably produced a series of assessments that were atypical in comparison to virtually all previous reviews. The praxis movement was scorned by many commentators who concluded that Praxists were logically inconsistent and that their errors were covered up by too abstract, confusing concepts that lacked proper articulation. Among other things, it was significantly pointed out that their philosophical investigations neither had nor will have any useful application in our society. In this paper, I offer (1) a refutation of these conclusions by (2) describing the structure of praxis philosophy, thus far absent from praxis studies. My ultimate objective was to show that Praxists intentionally developed an alternative philosophical thought to subdue the type of thinking which is fundamental for sterile criticism, and thus I aimed to explain that Praxists self-consciously chose to oppose the approach they were accused of neglecting. The paper outlines the historical development of question about ambiguous and mysterious human nature, in particular considering the reasons and conditions for the founding of modern philosophical anthropology. Subsequently, it brings an overview of the conceptual beginnings and directions of anthropological research in Croatia. The focus is on the following questions: When did the investigations begin in the field of philosophical anthropology, in what kind of thinking environments were they shaped and what scientific achievements were reached? The presentation brings to (...) light the cognition that philosophical anthropology in Croatia got its first contours and valuable contributions to the very beginning of the contemporary renewal of this discipline, shortly after its phenomenological and scientific revivals in the ventures of Scheler and Plessner. The development of this research branch is, according to Hans Lankʼs model, divided into four main conceptual orientations. The anthropology from above shows the creative contributions of Stjepan Zimmermann, Vilim Keilbach, Rajmund Kupareo, Miljenko Belić, Ante Kusić, Josip Ćurić, Hrvoje Lasić and Ivan Koprek. The anthropology from below is illustrated by the reference to the research by Vera Ehrlich-Stein, Rudi Supek, the Institute of Anthropology, Pavao Rudan and Darko Polšek. For the anthropology from culture, the philosophical achievements of Pavao Vuk-Pavlović, Vladimir Filipović, Vjekoslav Mikecin, Esad Ćimić, Nikola Skledar, Branka Brujić, Milan Galović and Mihaela Girardi-Karšulin were delineated. Under the anthropology from history, the works of Predrag Vranicki, Milan Kangrga, Vanja Sutlić, Gaja Petrović, Hotimir Burger, Mislava Kukoč and Raul Raunić are outlined. The conclusion summarises four insights. 1. Philosophical anthropology is an under-researched and not enough appreciated field, which represents one of the most fertile currents of thought in the 20th century. 2. Creative contributions are presented in all four major orientations. 3. In the context of anthropological research, lively dialogue and a fruitful meeting of different worldviews were realised. 4. The beginnings of the development of the discipline should be moved earlier in history than previously considered, from the 1950s and 1960s to the early 1930s. The last insight points to the need for further exploration of the perceived, and so far largely neglected, continuity of anthropological themes and related ideas in the history of recent philosophy in Croatia. BackgroundInnovations in technology have contributed to rapid changes in the way that modern biomedical research is carried out. Researchers are increasingly required to endorse adaptive and flexible approaches to accommodate these innovations and comply with ethical, legal and regulatory requirements. This paper explores how Dynamic Consent may provide solutions to address challenges encountered when researchers invite individuals to participate in research and follow them up over time in a continuously changing environment.MethodsAn interdisciplinary workshop jointly organised by the University of Oxford (...) and the COST Action CHIP ME gathered clinicians, researchers, ethicists, lawyers, research participants and patient representatives to discuss experiences of using Dynamic Consent, and how such use may facilitate the conduct of specific research tasks. The data collected during the workshop were analysed using a content analysis approach.ResultsDynamic Consent can provide practical, sustainable and future-proof solutions to challenges related to participant recruitment, the attainment of informed consent, participant retention and consent management, and may bring economic efficiencies.ConclusionsDynamic Consent offers opportunities for ongoing communication between researchers and research participants that can positively impact research. Dynamic Consent supports inter-sector, cross-border approaches and large scale data-sharing. Whilst it is relatively easy to set up and maintain, its implementation will require that researchers re-consider their relationship with research participants and adopt new procedures. (shrink)

This article defines a public good, arguing that higher education should be considered a public good. This requires moving away from an orthodox economistic understanding of public goods. It also requires understanding the relationship between higher education as both a private good and a public good to the extent that it promotes individual flourishing necessary to the public good.

В статті показано, що федералізм не варто розглядати як невід’ємний принцип української політичної традиції. Навпаки, його поширення в суспільно-політичній думці було зумовлене рівнем та своєрідністю національної свідомості української інтелігенції, яка, розуміючи неспроможність українців відродити власну державу, намагалася розробити найбільш відповідні суспільно-політичним обставинам політичні програми та принципи. Поряд з вказаним виявлено, що незважаючи на наднаціональний характер лібералізму, принцип федералізму не можна вважати його невід’ємним елементом, оскільки він не передбачає градації цінностей внутрішньої і зовнішньої політики, у підсумку чого, свобода особистості водночас віщує (...) свободу спільноти, яка постає результатом солідаризації, історично змінних інтересів людей. Personalized medicine aims to tailor disease prevention, diagnosis, and treatment to individuals on the basis of their genes, lifestyle and environments. Patient and interest organizations may potentially play an important role in the realization of PM. This paper investigates the views and perspectives on PM of a variety of PIOs. Semi-structured telephone interviews were conducted among leading representatives of 13 PIOs located in Europe and North-America. The data collected were analysed using a conventional content analysis approach. The PIO representatives supported (...) the realization of PM but feared that many financial, structural and organizational challenges may delay its realization. They encouraged strategies to modernize drug licencing mechanisms, develop research and data sharing infrastructures, and educate patients and health care professionals in PM. Notably, they emphasized the importance of developing PM in an equitable way and taking into consideration the patients’ needs, values and personal situation. Despite varying levels of awareness regarding PM, the PIO representatives expressed willingness to engage in the PM agenda and recommended that PIOs work closely with policy-makers to design PM in a way that truly addresses the needs and concerns of patients. PIOs have the potential to become central drivers of the PM agenda. Collaborations should be further developed between PIOs, researchers, drug developers and health care authorities. (shrink)

To counter the imbalance in vaccine distribution during the COVID-19 pandemic, Albertsen and more recently Germaniet alhave suggested a new system of taxation coined as ‘VaxTax’ that would force higher-income countries to fund the access of low-income and middle-income countries (LMICs) to new vaccines in times of pandemic. I will argue that this idea faces numerous challenges of ethical, sociopolitical and economical nature that may hinder any effort to solve the numerous health challenges that LMICs face. Recent discussion of the alleged adverse consequences of space colonization by Phil Torres in this journal is critically assessed. While the concern for suffering risks should be part of any strategic discussion of the cosmic future of humanity, the Hobbesian picture painted by Torres is largely flawed and unpersuasive. Instead, there is a very real risk that the skeptical arguments will be taken too seriously and future human flourishing in space delayed or prevented.

The seminal Satisfiability Coding Lemma of Paturi, Pudlák, and Zane is a coding scheme for satisfying assignments of k-CNF formulas. We generalize it to give a coding scheme for implicants and use this generalized scheme to establish new structural and algorithmic properties of prime implicants of k-CNF formulas. Our first application is a near-optimal bound of n⋅ 3^{n(1-Ω(1/k))} on the number of prime implicants of any n-variable k-CNF formula. This resolves an open problem from the Ph.D. thesis of Talebanfard, who (...) proved such a bound for the special case of constant-read k-CNF formulas. Our proof is algorithmic in nature, yielding an algorithm for computing the set of all prime implicants - the Blake Canonical Form - of a given k-CNF formula. The problem of computing the Blake Canonical Form of a given function is a classic one, dating back to Quine, and our work gives the first non-trivial algorithm for k-CNF formulas. (shrink)

We analyze the section from Hesiod’s Works and Days (724–760) that equips the farmer with the expertise necessary to facilitate the household’s harmonious relationship with the gods. We propose that this section with its tabular ordinances represents the earliest collection of Greek religious norms, and we contextualize it both within the structure of the W&D and within the wider framework of Greek religion. The section is carefully developed and purposefully placed towards the end of the poem, with an eye to (...) symmetry and rhythm: Hesiod distributes divinely sanctioned social norms alongside religious norms in three distinct sections of the poem, providing ever more specific cautionary advice in the form of ordinances and injunctions. The passage 724–760 is also artfully structured and divided into ἀπό and ἐπί sections. By drawing attention to overlaps of the Hesiodic material and later inscriptional ritual norms, we demonstrate that they share common linguistic and thematic features. We also demonstrate that well-informed readers such as Plato, Plutarch, and Proclus repeatedly interpreted Hesiod’s norms in the light of their own religious experience. (shrink)
